This is an interesting one for me.

Roman was the best in the world last year, so even if he got better he didn't get a lot better because that's impossible.
Brock has been awesome but similar to Roman was hardly bad.
Corbin will be a popular choice but he honestly has always been solid, he's just being booked different/better now.

For me the answer is Liv Morgan. She was the epitome of meh until she got a chance the past 5 months or so, and she's actually been quite good.
