It's almost definitely false. Mostly just a dig at Falcons fans. However I wouldn't completely rule it out.
Atlanta's OC Kyle Shanahan agreed to become 49ers HC before the Super Bowl vs the Patriots. Shanahan knew he needed a franchise QB, so he made a deal with Belichick. Shanahan would lose the Super Bowl, and Belichick would trade him Garoppolo for just a 2nd round pick.
The biggest evidence of the conspiracy is Shanahan's horrific second half playcalling in the Super Bowl, most notably a situation late in the 4th quarter.
Atlanta was up 28-20 and had a 1st and 10 at the NE 22 with 4:40 left in the game. Atlanta could've called 3 straight runs, burned all of NE's timeouts, and kicked a FG to take a 2 possession lead with just under 4 minutes left.
Instead they called 3 straight passes, lost 23 yards from a sack and holding call, only burned 1 minute off the clock and 1 NE timeout, and punted. The Patriots tied the game on the next possession with a TD and 2PC and won in OT.

The Rams lost because they were outcoached and outplayed by Belichick and the Patriots.
