For all WWE tries to brand itself as a family show, picking Saudi Arabia is a slap in the face. As Fallout points out, their human rights record is frankly astounding. Truth is, the country is needing a women's revolution, so marketing that aspect of the WWE over there will be hilariously useless. As per usual, money comes first for the WWE. Everything is secondary.
