They announced it to start the show and promoted it all night.

I know the card is subject to change, but to me it makes a lot more sense to just promote the tag team match instead.

I'm just getting into semantics here as yes the match was announced but it wasn't advertised (as in commercials prior to the event).

I also don't mind as who would win the match? Honestly I don't think either one should have lost. Hence the no finish.

I would have just gone from 1 on 1 to 10-man tag though.

It’s the final show before the Royal Rumble and that means there are probably going to be a few surprises to really hammer things home. That can be a good thing but sometimes they leave you wondering if this is really all that WWE has to offer. Hopefully that is not the case here as there are some things that need to be upgraded. Let’s get to it.
