Why don't you do dream matches?
I tend to stay away from fantasy booking of any kind as A, I suck at it and B, more often than not I'm going to care about a storyline and characters rather than in-ring action. A dream match can work, but I would need a lot of build to it rather than throwing wrestlers in a ring.
Which in-ring wrestlers (not celebrities, executives etc) did not deserve to be a World Champion?
I'm talking any promotion, major or minor.

If we're just going with one per major companies (not counting AEW, as they have only had four):
WWE: Jack Swagger. No one bought it and it meant nothing.
WCW: Jeff Jarrett, but it wasn't the biggest leap. At the end of the day though, he was in over his head for most of his time as champion.
ECW: Justin Credible. Outside of Heyman, I don't think anyone saw him at that level.
TNA: Eric Young. MAYBE in his second reign, but the first was 100% a Daniel Bryan cash-in and not even a good one.
Ring Of Honor: Xavier (though it was so early in the company's history that it doesn't matter), who is one of those "who is that again" champions.
