Edge has the most title reigns ever so there's a very good chance no one has more. They've been around long enough that they hold a lot of the defunct titles too so off the top of my head, probably so yeah.

Steve Austin autographed ticked to Wrestlemania XXXII and a VHS copy of Wrestlemania III signed by Hulk Hogan thirty years to the day of the event.
