Yes. Howard Stern could cut an amazing promo if he needed to. I have 0 doubts about that. The guy is enormously popular for a reason.

Well, I would most certainly like to see that. Too bad we can only make crazy claims that can never be proven.
Also, I have no doubt that Stern's a great talker. That's obvious. There's more to cutting a wrestling promo though. Haven't we seen enough "TV show hosts" that are absolutely fucking terrible in a wrestling setting? That Hoda Kobb (or however you spell her name) should be a much better promo than Charlotte than right? I mean, she does talk for a living.

I think this argument should be prefaced with if they want to. Obviously throwing someone that doesn't want to be there and doesn't want to put in the effort won't be as good. But if they want to most of them would be. Especially if they are exuberant and have some semblance of a personality.
Also, Charlotte is a bad comp, because her promo is meh.
I can give you three examples off the top of my head that prove this claim wrong. Jon Stewart, Morton Downey Junior, Maria Menounos. Big personalities. Wanted to be there. Decent talkers when it came to their appearances, but not in the same stratosphere as the people they were in the ring with when it came to exchanging. There is literally one guy who came in and was immediately on par with the top guys in terms of must-see, and it had nothing to do with his promo skills (Bonus points if you can guess who).
Someone's gonna have to kill me on this hill.
