Miz as WWE Champion was thought of as a master strategist. Or better yet.... the Ultimate Opportunist. Why? because he (of his own accord) struck at the best time, seizing the opportunity. he didn't have to have someone else say "oh you should cash in at this time" and follow up. Doing that would be detrimental to his character.
And running from Lashley doesn't ruin his credibility. He had a plan (get Drew and Lashley to go after each other during their title matches). The plan failed, and he got his ass kicked by the biggest Ass-Kicker in WWE.
It was incredibly grueling for Shayna Baszler last year.... She didn't even break a sweat. Go back and watch that match and tell me that a Money In The Bank winner should have cashed in on her (if she was Champion).
You cannot be sure that someone would be in a weakened state coming out of the match. Yeah the chances are good that they'll be weakened, but if you goad someone into beating the crap out of the guy right before you, you can be guaranteed of that. So Miz did that, because he's SMART.
