If Austin is wrestling again, which I don't think he will, why would he face career mid-carder Kevin Owens?
1. Kevin Owens is someone who is easily believable in a main feud (just look at his work with Roman).
2. Owen's is a guy who can work well with Austin
3. KO is someone safe, which is important against someone with injury issues like Austin.
Plus the natural story of Stunner vs. Stunner works well.

To be fair, Jarrett was put of power in 2 in 3 (when Dixie Carters parents bought the company), then if I recall correctly he was forced out of the company when he left for good, whereas Cody left on his own accord.
