How does one possible understand WWE?
Kevin Owens isn't a career mid-carder. He beat John Cena in his first match on the main roster. Cena was nearly invincible for 10 years and some no-name beats him in his first match? You can't overstate how much that did for Owens. His work with Chris Jericho was excellent and led to a world title run and months on top of RAW. More recently he turned face and had a feud of the year candidate with Roman Reigns.
Owens is easy to hate, great in the ring, and great on the mic. Austin is 57 and hasn't wrestled in 19 years; you don't necessarily want to give him the highest profile match. I imagine we'll see a match similar to Rock vs Hogan, very basic wrestling and relying on the crowd.
I was 9 the last time Austin wrestled a match.
Cena put Owens over in 1 match nearly seven years ago and won the feud decisively.
Jericho and Owens was a really fun mid-card feud that fizzled out. Maybe if it was for the Universal Title at Mania it would've been a bigger deal but, regardless, it was a mediocre conclusion.
The Reigns feud was good. Owens is a guy you can put in feuds like that where they're just stalling until the next big feud. That's his role.
Owens is one of those guys that people talk about like he's the best thing since sliced bread. He's good most of the time, can be great on occasion, but he lacks something.
If he'd gone to AEW it wouldn't have been any real loss to WWE. He's kinda got as far as he'll go in that company.
Sure, let him eat a Stunner so we can all be reminded how effective that move can look and feel. It just seems like a waste to have Austin's first match in 18 years against somebody who WWE give mixed messages towards.
If Cody does go back to the WWE then he'll be treated like a big deal for a couple months, get a world title shot, then by summerslam he'll be back in the mid card, mark my words.

I've actively come to despise Kenny Omega. He might actually be the most overrated wrestler of all-time, thanks to Dave Meltzer's spin doctoring. He is a good in-ring midcarder, nothing more.
Also, as scummy as WWE was in their mass releases despite record profits, it's not really a promotional tactic. That's more for things like angles.
