I actually like that the rosters are drafted by "network execs." I do wonder though if they should split Sonya Deville and Adam Pearce and have them draft shows.
Kayfabe wise, shouldn't every champion be one of the first draft picks?
In theory yes for the WWE/Universal Champions, and the RAW/SD Womens Champions as those have a reputation and are the top championship for your brand, not to mention those are your biggest stars.
However you don't really need to do that with the current format. With the 2 shows alternating draft picks, all you need to do is as soon as one champion is drafted, just draft the other champion of the same level. That's what they ended up doing for the WWE/Universal Championships (Roman and Big E were 1 and 2 overall) and the IC/US Championships (2nd round Monday). With the Women and the Tag Teams the champions were in different draft pools. Smackdown picked Charlotte and RAW got RK-Bro on Friday, and the first 2 picks of Round 1 Monday were Becky Lynch to RAW and Uso's to Smackdown in order to balance the championships. (you can also argue that RAW drafted Bianca Belair early on Friday as championship insurance because she's in the SD Womens Championship Match at Crown Jewel).
To me, the champion(s) on a brand shouldn't be eligible for the draft and should stay on the show they're champion on. Isn't that what the draft is for, putting new challengers on their show? Or if you are going to draft them, draft half the champions that are eligible on Smackdown first then the other half on Raw first. No matter how big a star they are people like Bobby Lashley shouldn't be drafted before the IC/US champion, imo.
