Still the same issue persists.
If you go to general settings, you can manually override the timezone setting. If it is set to auto, then it automatically detects the setting based on your device location, but there is an option to turn that off and set the timezone yourself.
I was able to duplicate your issue. I did some Googling and came up with this thread which links to another. I cannot work on it right now, but I'll try to get to it in a few hours.
